QATAR FOREIGN INVESTMENT SURVEY

December 2018

The State of Qatar is taking necessary steps to become a subscriber of IMF's Special Data Dissemination System (SDDS). Under this scheme, countries are required to compile and disseminate quarterly foreign investment statistics. In this respect, the Planning and Statistics Authority (PSA) and Qatar Central Bank (QCB) launched the quarterly Foreign Investment survey referencing the period Q3, 2018. Major findings of this survey are presented in this press release.


The objective of this survey, conducted in collaboration with the QCB, was to cover major enterprises operating in the national economy. However, data could be obtained only from privately owned companies )including banks) and some government owned enterprises. Estimates were made for non-surveyed corporations based on the previous comprehensive surveys and current media information. Users are cautioned that the survey results are not comprehensive as it does not include investments made by individuals and Qatar Investment Authority (QIA) and most of its controlled enterprises.

Quarterly Foreign Investment Survey Results for Q3, 2018
The survey targeted large enterprises in the private sector and some government owned enterprises which accounted for 84% of the value of inward FDI of non-banks enterprises in 2016. QCB surveyed all  financial institutions under its supervision.


Liabilities to non-residents (Inward Investment) :
• At the end of Q3 2018, liabilities to non-residents increased by about 4% or QR 27.4 Bn from
QR 682.3 Bn at the end of previous quarter to QR 709.7 Bn.


• At the end of Q3 2018, other foreign investments accounted for 68% or QR 482.1 Bn, followed by foreign direct investment in Qatar at QR 123.4 Bn or 17% and portfolio investments at
QR 101.7 Bn or 14% of the total liabilities.


• At the end of Q3 2018, stock of inward FDI had decreased by QR 2.1 Bn due to net outflows of FDI and other changes during the quarter.


Assets with non-residents (Outward Investment) :


• At the end Q3 2018, Qatar’s assets with non-residents decreased by QR 2.0 Bn from
QR 387.3 Bn at the end of the previous quarter to QR 385.2 Bn.


• At the end of Q3 2018, other foreign investments consisting of long-term loans and trade related short term financial instruments accounted for 53% or QR 203.4 Bn of the total assets, followed by foreign direct investment abroad at QR 145.7 Bn or 38% and portfolio investments (financial securities) at QR 35.5 Bn or 9%.


• During Q3 2018, there was a net withdrawal of foreign direct investment abroad and other changes of QR 0.9 Bn.
