Census questionnaires are used to collect data in the Census. The questionnaire contains the necessary questions but the format of the questionnaire and the quality of the paper are a function of data processing needs. If a questionnaire is to be completed by an enumerator, as it is in much of the world, the questionnaire is designed to help the enumerator collect data and for a conventional data entry clerk to key the data from the page.
If the questionnaire is to be completed by the household then the design will be very different with directions and definitions often included in the questionnaire. If the questionnaire is to be scanned to capture data from the page there are certain characteristics the capture system will need on the questionnaire such as registration marks to eliminate skewing problems when the pages are scanned.
There may be circles to be filled in if OMR is to be used to capture data. In Qatar enumerators will capture data using hand held computer devices. The flow of the questions will depend on responses to earlier questions. This will be very efficient and enable the data to be released much earlier than with conventional data entry.
The attached forms are questionnaires that would be used if enumerators were going to collect data in the conventional way.
