NPC Secretary-General: Qatar's Economy Sustains Growth and Progresses Steadily Towards Diversification

Doha, Qatar – 20 March 2025: H.E. Dr. Abdulaziz bin Nasser Al Khalifa, the Secretary-General of the National Planning Council (NPC), confirmed that the Qatari economy continues to experience remarkable growth rates. Referring to the 2024 GDP data, he revealed a real growth rate of 2.4% compared to 2023, with the GDP reaching 713 billion Qatari Riyals at constant prices in 2024, up from 697 billion Qatari Riyals in 2023. This growth reflects the state's strong trajectory towards sustainable development and economic diversification, in alignment with the Third National Development Strategy (NDS3).Furthermore, data released today by the National Statistics Center at NPC revealed a 6.1% year-on-year real GDP growth at constant prices for Q4 of 2024, compared to the same period in the previous year. The estimates reached 181 billion Qatari riyals, up from 170.1 billion Qatari riyals for the same quarter of 2023. This trend signals accelerating growth and increased diversification in the Qatari economy, shifting away from its traditional reliance on the hydrocarbon sector. Notably, non-hydrocarbon sectors demonstrated impressive performance, with a combined annual growth of 3.4%, while hydrocarbon activities remained stable. Despite the significant role of hydrocarbon activities in the GDP, non-hydrocarbon sectors are steadily gaining ground. In 2024, non-hydrocarbon activities accounted for nearly 64% of total GDP, up from around 63% in 2023. This highlights the resilience of the Qatari economy and its ability to withstand economic fluctuations, including declining oil and gas prices and reduced demand for these resources.Compared to Q4 2023, hydrocarbon activities grew by 6.2%, while non-hydrocarbon activities grew by 6.1%. The non-hydrocarbon sector contributed 116.9 billion Qatari Riyals to Qatar's total GDP of 181 billion Qatari Riyals in Q4 2024.Non-hydrocarbon activities remain a key driver of Qatar's growth, in line with Qatar's National Vision 2030 and the initiatives of NDS3, which lay out a clear roadmap for economic diversification in partnership with the private sector, while reinvesting oil and gas revenues to build a sustainable economy.The following key non-hydrocarbon activities achieved notable growth in the fourth quarter of 2024:-       Accommodation and Restaurants: Recorded the highest growth at 14.7%, increasing from 1.7 billion Qatari Riyals to 2 billion Qatari Riyals.-       Financial Activities: Grew by 11.1%, increasing from 13.3 billion Qatari Riyals to 14.8 billion Qatari Riyals.-       Wholesale and Retail Trade: Grew by 9.0%, increasing from 13.5 billion Qatari Riyals to 14.7 billion Qatari Riyals.-       Real Estate Activities: Grew by 6.3%, increasing from 12.7 billion Qatari Riyals to 13.5 billion Qatari Riyals.The construction sector grew by 9.6%, following a decline in 2023, after the end of the construction boom. However, it has regained momentum fueled by the launch of new projects. This rebound reflects the strong commitment of both the public and private sectors to investing in the local market and spurring economic growth.H.E. Dr. Abdulaziz bin Nasser Al Khalifa, Secretary-General of the National Planning Council, stated: "These indicators demonstrate the consistent progress of Qatar's economy, particularly in the non-hydrocarbon sectors, which continue to open up new opportunities for growth and investment. With a strategic focus on economic diversification and the reinvestment of oil and gas revenues, Qatar is steadily building a robust and sustainable economy, in alignment with Qatar National Vision 2030."   The impressive economic performance in Q4 of 2024 marks a significant step toward achieving the Sustainable Development Goals. Press Release Quarterly Import Unit Value Index Q3-2024 (Base year 2018=100)

​ 1.26% Quarterly decrease on IMUVI of third quarter 2024 1.48% Annual decrease on IMUVI of third quarter 2024 compared with counterpart in 2023.The National Planning Council has released the Quarterly Import Unit Value Index (IMVUI) for the third quarter of 2024 based on 2018. The IMVUI of the third quarter reached 107.55 points showing a decrease of 1.26% when compared to second quarter-2024. Compared to counterpart in 2023 (Q3-2023), [Y-o-Y basis], A decrease of 1.48% has been recorded in the general index (IMUVI) of this quarter. IMUVI contains ten main groups classified based on Standard International Trade Classification. Comparing Q3 of 2024 with the previous Quarter(Q2-2024):An analysis [on Q-o-Q basis] of IMUVI of Q3- 2024 compared with IMUVI, Q2-2024, showed that there were six main groups, where respective indices in this quarter have a decreased. namely: “Beverages and Tobacco" by 2.42%, followed by “Machinery and transport equipment" by 2.38%, “Mineral fuels, lubricants and related materials by 2.29%, “Miscellaneous manufactured articles" by 2.13%, “Animal and vegetable oils, fats and waxes" by 2.12%, and “Manufactured goods classified chiefly by material" by 0.73%. An increase has been record in “Commodities and transactions not classified elsewhere in SITC" by 5.82%, followed by “Chemicals and related products" by 0.72%, “Crude materials, inedible, except fuels" by 0.21%, and “Food and live animals" by 0.13%.Comparing Q3 of 2024 with the counterpart in previous year (Q3-2023):A comparison of IMUVI Q3-2024 with the IMVUI Q3-2023 (Annual Change), a decrease has been recorded in the general index (IMUVI), by 1.48%. This [Y-o-Y] value decreases primarily due to the unit value decline in seven groups namely: “Mineral fuels, lubricants and related materials" by 9.85%, followed by “Animal and vegetable oils, fats and waxes" by 6.54%, “Miscellaneous manufactured articles" by 5.48%, “Manufactured goods classified chiefly by material" by 4.69%, “Chemicals and related products" by 2.75%, “Food and live animals" by 2.11%, and “Beverages and Tobacco" by 0.53%. STATISTICS OF BUILDING PERMITS AND BUILDING COMPLETION CERTIFICATES ISSUED, OCTOBER 2024

The National Planning Council is pleased to publish the 118 issue of the monthly Statistics of Building Permits and Building Completion certificates issued by all municipalities of the State.Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.This press release is intended to give a brief overview of the nature of these monthly permits and certificates in terms of their geographical distribution (according to the municipalities) and types of these permits and certificates as well as details about categories of the different types of buildings, whether they are residential or non-residential.It is worth mentioning that the release of this monthly data comes under the joint cooperation between the National Planning Council and the Ministry of Municipality to make use of the existing electronic link between the two sides.First: Building Permits: In a quick review of the data on building permits issued during the month of October 2024, according to their geographical distribution, municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 257 permits, i.e. 29% of the total issued permits, while municipality of Al Doha came in second place with 185 permits, i.e. 21%, followed by municipality of Al Da'ayen with 158 permits, i.e.18%, then Al Wakrah municipality with 129 permits, i.e.15%.The rest of the municipalities were as follows: Al Khor 70 permits (8%), Umm Slal 46 permits (5%), Al Sheehaniya 25 permits (3%), Al Shammal 14 permits (2%).In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 36% (319 permits) of the total building permits issued during the month of October 2024, while the percentage of additions permits constituted 61% (537 permits), and finally fencing permits with 3% (28 permits).By analyzing new residential buildings permits data, we find that villas' top the list, accounting for 89% (247 permits) of all new residential buildings permits, followed by apartments buildings permits by 9% (24 permits), and other residential buildings permits by 2% (5 permit).On the other hand, industrial buildings e.g., workshops and factories were found to be in the forefront of non-residential buildings permits with 49% (21 permits), followed by service/infrastructure buildings with 26% (11 permits), then commercial and administration buildings permits with 7% (3 permits).Comparing number of permits issued in October 2024 with those issued in the previous month we noted a general increase of 8%. This increase was noted in most of the municipalities: Al Shammal (40%), Al Khor (30%), Al Doha (25%), Al Rayyan (16%), Al Da'ayen (9%), Al Wakrah (2%), On the other hand, there was a clear decrease in the municipalities of: Al Sheehaniya (40%), Umm Slal (36%). Secondly: Building Completion Certificates: In a quick review of the data on building completion certificates issued during the month of October 2024, according to their geographical distribution, we find that municipality of  Al Wakrah come at the top of the municipalities where the number of building completion certificates issued were 101 certificates, i.e. (27%) of the total issued certificates, while Al Rayyan municipality came in second place with 83 certificates, i.e. (22%), followed by municipality of Al Doha with 68 certificates (18%), then municipality of Al Da'ayen with 67 certificates, i.e. (18%).The rest of the municipalities were as follows: Umm Slal 23 certificates 6%, Al Khor and Al Sheehaniya 14 certificates 4% each municipality, Al Shammal 5 certificates 1%.In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 86% (321 certificates) of the total building certificates issued during the month of October 2024, while the percentage of additions certificates constituted 14% (54 certificates).By analysing new residential buildings completion certificates data, we find that villas' top the list, accounting for 87% (209 certificates) of all new residential building's completion certificates, followed by apartments buildings by 9% (21 certificates), then other residential buildings certificates by 4% (11 certificates).On the other hand, commercial and administration buildings were found to be in the forefront of non-residential buildings completion certificates with 44% (35 certificates), followed by industrial buildings e.g., workshops and factories with 30% (24 certificates), then service/infrastructure buildings with 13% (10 certificates). Comparing number of certificates issued in October 2024 with those issued in the previous month we noted a general decrease of 9%. This decrease was clearly noted in the municipalities of: Al Shammal (50%) Al Sheehaniya (22%), Al Wakrah (14%), Al Rayyan (13%), Al Khor (7%), Al Doha (4%), On the other hand, there was a clear increase in the municipalities of: Umm Slal (44%), while Al Da'ayen municipality remain the same number of issued certificates. ​For more information click here​.​​

National Planning Council hosts landmark National Development Forum

Doha, Qatar, 18 March 2025 - Under the patronage and attendance of HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs and Chairman of the National Planning Council, the National Planning Council organized the National Development Forum at the Doha Exhibition and Convention Center. The National Development Forum is a pivotal event aiming to highlight the pillars of development under Qatar National Vision 2030 and providing a platform for open dialogue and discussion among all stakeholders involved in implementing the Third National Development Strategy (NDS3).The high-profile forum brought together ministers, senior government officials, chief executive officers, business leaders and representatives from the third sector and from local and international corporations with an established presence in Qatar. Discussions centered on the economic development pillar, with particular emphasis on the partnership between public and private sectors and requirements to enable the private sector to participate effectively and play a central role in the sustainable economic development of Qatar.The forum also stressed the importance of strengthening private sector role in executing NDS3 and creating a practical blueprint for sustainable growth to enable a competitive, productive and sustainable economy.Speaking at the event, HE the Prime Minister and Minister of Foreign Affairs provided a comprehensive overview of Qatar's progress across the four pillars of development—human, social, environmental and economic. Additionally, HE the Prime Minister and Minister of Foreign Affairs articulated a vision of Qatar as a prominent global player driven by a dynamic and competitive private sector, pointing to measurable progress on the seven national outcomes established within NDS3, with significant improvement in both domestic and international indicators.Concluding his remarks, HE the Prime Minister and Minister of Foreign Affairs highlighted the vital role of Qatari youth, describing them as "the future of Qatar" whose empowerment is a national imperative. The National Planning Council Organizes the First National Workshop on Qatar’s Fourth Voluntary National Review 2025

On Thursday, 27 February, the National Planning Council (NPC) organized its First National Workshop on Qatar's Fourth Voluntary National Review (VNR) 2025 aimed at assessing progress towards achieving the 2030 Sustainable Development Goals (SDGs).The workshop was attended by various stakeholders from across Qatar, including ministries, government agencies, academic institutions, non-government organizations, private sector representatives, and VNR-related stakeholders.During the workshop, participants were introduced to the VNR 2025, emphasizing its role in assessing progress towards achieving the SDGs, and enhancing understanding of the link between the 2030 Agenda for Sustainable Development and Qatar's Third National Development Strategy 2024-2030. The workshop also underscored the importance of inclusive stakeholder participation in preparing the report to foster a shared understanding of roles and responsibilities in the preparation process.And In alignment with Qatar's commitment to safeguarding children's rights, the NPC has integrated the issue of violence against children into the VNR 2025. This inclusion aims to highlight national efforts and strategies implemented to combat all forms of violence against children, ensuring their protection and well-being. By addressing this critical issue, Qatar reaffirms its dedication to creating a safe and nurturing environment for every child, in line with international conventions and the SDGs.The VNRs are the primary mechanism for assessing the progress made by countries toward achieving the SDGs at the national level and then conveying the outcomes to regional and global platforms. Governments are committed to monitoring the implementation of the Agenda at the national level until 2030 and reviewing it systematically and voluntarily, following a well-structured framework based on participation, effectiveness, transparency and integration.The workshop highlighted the engagement of UN organizations and explored opportunities for cooperation with the relevant institutions to ensure that the VNR accurately reflects Qatar's achievements in sustainable development in Sustainable Development. Additionally, the participants identified challenges and potential solutions to achieve relevant SDGs.Commenting on the organization of the workshop, Mr. Abdulaziz Ahmed Al Fehani, Assistant Secretary-General for NPC Affairs stated: "Qatar continues its developmental efforts in line with its QNV 2030, translating it into national development strategies with clear and measurable outcomes. Qatar has been keen to take the SDGs into consideration when developing its successive national strategies. The National Planning Council, in collaboration with ministries and various state agencies, has successfully produced the SDGs' national indicators, covering a significant portion of the total indicators. We take pride in the engagement of various stakeholders in this workshop, which underscores the collective national efforts toward achieving the Third National Development Strategy and Qatar National Vision 2030."This workshop comes as part of Qatar's preparations for its 4th VNR, following the Economic and Social Council's (ECOSOC) approval of the participation of the State of Qatar in the next meeting of the High-level Political Forum on Sustainable Development (HLPF) on 14-23 July 2025 at the UN Headquarters in New York.The HLPF will be held under the theme "Advancing Sustainable, Inclusive Science-and Evidence-Based Solutions" for the 2030 Agenda for Sustainable Development and its overarching goal of "leaving no one behind".The VNR Preparation process involves the formation of an internal working group and technical teams, developing a roadmap, defining roles and responsibilities of team members, in addition to updating sustainable development indicators, and collecting necessary data and statistics.It is worth noting that the State of Qatar had previously prepared three VNRs: the first in 2017, the second in 2018, and the third in 2021. These VNRs highlight the progress made in achieving the 2030 Agenda for Sustainable Development, which comprises 17 goals, 169 targets and 248 indicators. They also showcase multiple national efforts in achieving comprehensive sustainable development and Qatar National Vision 2030.​

NPC Announces Winners of Qatar Datathon 2025

​Under the patronage and presence of His Excellency Dr. Abdulaziz bin Nasser bin Mubarak Al Khalifa, the Secretary-General of the National Planning Council (NPC), the Qatar Datathon 2025 conclude with presentations by the 5 finalist and an award ceremony for top 3 teams. 'Qatar Datathon 2025', is one of NPC's key initiatives to support the community and empower Qatar's brightest minds in data science.Recognizing the growing importance of data, NPC remains committed to raising awareness and nurturing talent in this field. The 'Qatar Datathon 2025' provided an interactive, mentor-led platform to enhance data management efficiency across multiple sectors, reinforcing Qatar's efforts to harness data science for innovation and development.During the ceremony, the first place went to the 'Insighty', consisting of Ahmed Ashraf, Youssef Aly, Sidi El Chaikh, Mohaned Walid, and Osama Hardan. The second place went to AWM, which included Waleed Al-Bahri, Mohammed Abu Haweeleh, Mohammed Al Haj, Mohammed Attiya, Abdulrahman Hamydeh, and Abdulrahman Al-Hiti. The third place went to Inclusion, consisting of Ezzeddine Abou Zahr, Haneen Mosleh, Fatima Al Mohannadi, Chaima Otmani, Nour Otmani and Amal AlDarwish.The top five finalists showcased exceptional creativity and problem-solving that set them apart from a compelling talent pool that brought cutting-edge thinking to the forefront. Over the six-day Datathon, participants engaged with mentors and participated in-hands on workshops, to ideate solutions for key challenges across various sectors, including population, accessibility, education, labor market, safety and security, health services, and environmental sustainability - all areas aligned with the pillars of the Third National Development Strategy (NDS3), while utilizing data presented by the NPC. For NPC, this was an opportunity to seek out the brightest minds and freshest talent for this ambitious chapter of Qatar's nation-building journey. From the outset, the Datathon received an overwhelming response with nearly 500 applications to the open call. The applicant ranges from university students to recent graduates, and seasoned professionals - a veritable showcase of Qatar's homegrown talent in the field of data science. A final selection of 175 applicants, forming 35 teams, joined the six-day Datathon, vying for the coveted top-three positions. The awards ceremony on Saturday was a celebration of the dedication and hard work of all participants, partners, mentors, and judges, whose contributions were instrumental in the competition's success. Designed to identify and nurture emerging talent in data science, the Qatar Datathon 2025 provided participants with access to data, and a unique platform to refine their skills while contributing to innovative solutions for Qatar's evolving technological landscape. This initiative aligns with Qatar National Vision 2030 and NDS3's goal of fostering a knowledge-based economy and a future-ready workforce.Commenting on the event, Ms. Hessa Ali Al Malki, Director of the Statistical Training and Data Center, stated: "We are incredibly proud to have hosted Qatar's first-ever Datathon and are thrilled by the enthusiasm it has generated.
