Scope

The Policy applies to all data (digital, structured or unstructured) and related systems that create, collect and maintain information as part of their official business functions and used or shared for the provision of services. Examples of data include:

  1. Customer data (such as personal data and corporate data)
  2. Non-customer data (such as environment data)
  3. Organizational data (such as HR, finance, asset and procurement-related data)
  4. Unstructured data (such as word processor documents, presentation slides, pictures, videos and audios) including both text-based and bitmap-based data.

Applicability

Government & Semi-Government Entities

This Policy applies to all government and semi-government entities that create, collect, receive, send, exchange, store, or process data and information in any form as part of their operational, administrative, or research activities. All ministries, public institutions directly reporting to Ministries or Council of Ministers, and semi-government entities in the State of Qatar, are required to adhere to the principles set forth in this policy. This encompasses all levels of government operations, from national to local, ensuring a unified approach to data management that aligns with Qatar's strategic objectives.

Private Sector Entities

This policy is non-binding for entities operating in the private sector; however, we encourage these entities to align with the principles outlined herein. The National Planning Council will issue specific principles and standards for the private sector, which will enhance data management practices in the State of Qatar
